TERMS OF REFERENCE (TOR) Title of Assignment: Project End Evaluation Project Title: Children Driven Climate Action (CDCA) through Green-Clubs Donor: KNH & German Federal Ministry for Economic Cooperation and Development (BMZ) Location: Rawalpindi, Islamabad & Lahore Project Duration: 44 (Initially 36 Months, later 8 months No Cost Extension) Project Start Date: January 2023 Project End Date: December 2025 with No Cost Extension till August 2026 1. Introduction/Background Pakistan is among the countries most vulnerable to the impacts of climate change, facing increasing risks from floods, heatwaves, droughts, water scarcity, and environmental degradation. Children and young people are disproportionately affected by these challenges, yet they remain underrepresented in climate decision-making processes. To strengthen climate awareness, environmental stewardship, and meaningful child participation in climate governance, Pak Mission Society (PMS), with support from Kindernothilfe (KNH), implemented the Children Driven Climate Action (CDCA) through Green Clubs Project from January 2023 to August 2026. 1.1 Description of the Project: The Children Driven Climate Action (CDCA) through Green Clubs project was a child-centered climate resilience and environmental stewardship initiative implemented by Pak Mission Society (PMS) with support from Kindernothilfe (KNH) and co-financing from the German Federal Ministry for Economic Cooperation and Development (BMZ). Running from January 2023 to August 2026, it aimed to empower school children in Islamabad, Rawalpindi, and Lahore as active agents of change in addressing climate and environmental challenges in Pakistan. The project established and supported 25 Green Clubs, each with about 10 members, in 25 selected schools comprising 3 government schools and 22 private schools across the three cities. The direct target group comprised 325 Green Club members, made up of 250 children from grades 7 to 12 and 75 teachers, together with 12,500 pupils of the 25 schools who were sensitized to climate change through project courses and Green Club activities. The project further engaged 500 climate and social activists through a National Youth Climate Summit and targeted 100 officials, civil servants, and parliamentarians in climate and environment-related ministries and agencies. Indirectly, it aimed to reach around 25,000 children and young people, and up to 50,000 people in the three cities, through campaigns, mobile libraries, and Green Club activities. Green Clubs served as platforms for environmental education, advocacy, and action. Interventions included climate and environmental education, capacity building and leadership development, waste management, recycling, composting and school gardening, climate and mobile libraries, awareness campaigns and climate walks, and engagement with the Climate Action Network, delivered in practice through the Punjab Climate Action Network (PCAN), alongside civil society and government stakeholders working on child-centered climate priorities. During the eight-month no-cost extension from January to August 2026, the project consolidated its results, focusing on strengthening waste management and greening practices in schools, capacity building of PCAN members on child-led advocacy, handover of libraries to school administrations, advocacy dialogues and climate exhibitions, and the presentation of a consolidated Children's Climate Charter to provincial and national stakeholders. Impact Matrix Overall objective (impact): The concerns and proposals of children and youth from Islamabad, Rawalpindi and Lahore for climate justice, resilience, climate adaptation and environmental protection are systematically taken into account at community level and in Pakistan's climate policy. Project goal (Outcome) Target value (target) (quantitative & qualitative) Young climate activists from 25 Green Clubs from Islamabad, Rawalpindi and Lahore use their new practical and theoretical knowledge to elaborate their demands and bring them to the relevant (government) bodies through better networking. 25 Green Clubs train at least 2,500 students (25*100 students) on climate and environmental protection issues. They engage in the Climate Action Network (CAN) and develop 5 concrete demands, 2 of which are submitted to political decision-makers during the project period. Project Outputs Target value (target) (quantitative & qualitative) 1. 25 Green Clubs in 25 schools are established and operational. The participating schools have incorporated the topics of climate change and the environment into regular school lessons by the end of the project period. 1. 80% of the target schools have successfully adapted the Green Club model (theory and practice). The students show significantly improved knowledge on climate change and environmental protection compared to the baseline study. 2. 12500 children from the 25 target schools in Rawalpindi, Lahore and Islamabad are increasingly engaged on climate and waste management issues under the guidance of the Green Clubs, contributing to increased social interest on these issues by 2025. 2. 6,250 children (50% of the target group) show responsibility by adopting methods of waste disposal, recycling, composting and growing vegetables and set an example for their environment (classmates, families, neighbours). At the end of the project, at least 100 children, 5 children per school, participate in the school gardens and the schools continue to separate waste (1,000kg/year of recyclable material collected per school). The organic waste is composted and used for the school gardens. 3. coordination of children and youth with the Climate Action Network is improved, leading to a more effective influence of the young generation on the national climate agenda. 3.1 60% of the climate activists of the Climate Action Network (CAN) have participated in the actions led by the Green Clubs, know the concerns of the young people and take them into account in their political work. 3.2 Interested members of the 25 Green Clubs (approx. 100 students) engage in CAN and participate in policy forums at district, provincial and national levels (approx. 6 events during the project period). 4. 100 office holders of political parties and ministries at federal and state level support political initiatives on the topic of climate in which the concerns of children and young people are taken into account. 4. there are at least 2 policy initiatives that take into account the views of children and young people. 2. Purpose, Objectives and Use The final evaluation aims to provide an independent assessment of the Children Driven Climate Action (CDCA) through Green Clubs project against its approved outcomes, outputs, and indicators, using the OECD-DAC evaluation criteria of relevance, effectiveness, efficiency, impact, coherence, and sustainability. The evaluation will specifically: • Assess the achievement of project outcomes and outputs against planned targets and indicators outlined in the approved project logframe. • Measure changes in knowledge, attitudes, and practices (KAP) related to climate change, environmental protection, waste management, and civic engagement among participating children, youth, and teachers. • Evaluate the effectiveness of Green Clubs as child-led climate action mechanisms in promoting environmental stewardship, leadership, advocacy, and community engagement. • Assess the project's influence on climate advocacy, networking, and policy dialogue , including the effectiveness of Climate Action Network (CAN) engagement and contributions to child-focused climate agendas at local, provincial, and national levels. • Evaluate the sustainability and scalability of project models and interventions , including Green Clubs, Climate Libraries, Climate Action Networks, and school-based environmental initiatives beyond the project period. • Identify lessons learned, innovations, best practices, and recommendations to inform future programming, policy engagement, and child-centered climate action initiatives 3. Scope of Work The final evaluation shall assess the overall performance, results, and sustainability of the Children Driven Climate Action (CDCA) through Green Clubs project implemented from January 2023 to August 2026 in Islamabad, Rawalpindi, and Lahore. • The evaluation will cover all project outcomes, outputs, and key interventions and will assess performance against the OECD-DAC evaluation criteria of relevance, effectiveness, efficiency, impact, coherence, and sustainability.
