Medico - Legal Facilitator Consultancy Overview Consultant Title Medico Legal Consultant/Trainer Organization Legal Aid Society (LAS) Location Punjab - Bahawalpur Contract Period 10 - 12 August 2026 Total Consultancy Days 03 days Type of Engagement Individual Consultant Payment Modality Final Deliverable, upon submission and approval by LAS • Background The Legal Aid Society (LAS) is a not-for-profit organization working on its mission to connect vulnerable & disempowered end users of justice with effective and expedient services for justice delivery. LAS’s interventions have been aimed at increasing access to justice for marginalized communities, particularly women, across the provinces and at the Federal level. In line with the mission of expediting justice delivery, LAS is implementing a project to strengthen the State’s response to sexual violence. LAS initiated the project to provide technical assistance to the Government of Punjab in improving Criminal Justice Actors’ response to sexual violence and to enhance coordination between stakeholders. This consultancy aims to introduce a multi-sectoral approach in the development of capacity building and training programs for the Criminal Justice System in Punjab. The multi-sectoral approach brings together various CJS actors to highlight the importance of a coordinated response to GBV survivors and how each actor can play a successful part in addressing SGBV. • Scope of Consultancy and Expected Outputs The scope of work and corresponding outputs/deliverables will be as follows: ▪ Contextualize existing training programs, develop training material, pre-and post-assessments, and conduct a 1.5 day multi-sectoral training of medico-legal officers, police officials, prosecutors, and judges on understanding and implementing laws, processes, and nomenclature. • Project Timeline & Payment Schedule # Output Delivery Timelines August 1 Develop training content and materials and participate in agenda-setting and coordination meetings with co-facilitators and Legal Aid Society 01 days 2 Conduct 1.5 day of training on forensic evidence collection, medicolegal examination of GBV cases, best practices (survivor-centric), challenges, and referral pathways 1.5 day 3 Draft Report Submission & Document key takeaways, participant feedback, and recommendations 0.5 days Total number of days 03 days • Required expertise and qualifications ▪ Background in gender expertise with adequate knowledge of the justice system in Pakistan and its mechanisms ▪ Experience in working with and relationships with the Criminal Justice System in Punjab ▪ Experience in training justice system actors and inculcating a gender lens in existing curriculum in the Criminal Justice System in Punjab ▪ Postgraduate qualification in the field of expertise, supported by extensive experience in the justice sector as a practitioner or trainer ▪ Prior experience in carrying out training based on adult learning methodologies in Punjab ▪ Experience with developing training curricula/modules
