Consultancy Overview Consultant Title Legal Consultant/Trainer Organization Legal Aid Society (LAS) Location Punjab - Bahawalpur Contract Period 10 - 12 August 2026 Total Consultancy Days 03 days Type of Engagement Individual Consultant Payment Modality Final Deliverable, upon submission and approval by LAS • Background The Legal Aid Society (LAS) is a not-for-profit organization working on its mission to connect vulnerable & disempowered end users of justice with effective and expedient services for justice delivery. LAS’s interventions have been aimed at increasing access to justice for poor & marginalized communities, particularly women, across the province of Punjab and at the Federal level. In line with the mission of expediting justice delivery, LAS is implementing a project to strengthen the State’s response to sexual violence as a technical partner, in collaboration with the United Nations Population Fund (UNFPA) and the Ministry of Law and Justice, Government of Pakistan, under the Awaaz II Program. LAS initiated the project to provide technical assistance to the Government of Pakistan in improving Criminal Justice Actors’ response to sexual violence and to enhance coordination between stakeholders. This consultancy aims to introduce a multi-sectoral approach in the development of capacity building and training programs for the Criminal Justice System in Punjab. The multi-sectoral approach brings together various CJS actors to highlight the importance of a coordinated response to GBV survivors and how each actor can play a successful part in addressing SGBV. • Scope of Consultancy Scope and Expected Outputs The scope of work and corresponding outputs/deliverables will be as follows: ▪ Develop training material, pre-and post-assessments, and conduct 1.5 Days multi-sectoral training of medico-legal officers, police officials, and prosecutors on understanding and implementing laws, processes, and nomenclature. • Project Timeline & Payment Schedule as per LOE # Output Delivery Timelines August 1 Preparation of training material and agenda from a police perspective and preparatory meeting with medico-legal master trainer as a co-facilitator 01 day 2 Conduct 1.5 days of in-person training sessions in Punjab, Bahawalpur with a medico-legal master trainer as a co-facilitator, focusing on the Application of the Anti-Rape (Trial and Investigation) Act, 2021, and related legal devices, Effective Litigation Strategies, and Trial Procedure. 1.5 days 3 Draft a post-training report 0.5 days Total number of days (LOE) 3 days • Required expertise and qualifications ▪ Background in gender expertise with adequate knowledge of the justice system in Pakistan and its mechanisms ▪ Experience in working with and relationships with the Criminal Justice System in Sindh ▪ Experience in training justice system actors and inculcating a gender lens in existing curriculum in the Criminal Justice System in Sindh ▪ Postgraduate qualification in the field of expertise, supported by extensive experience in the justice sector as a practitioner or trainer ▪ Prior experience in carrying out training based on adult learning methodologies in Sindh ▪ Experience with developing training curricula/modules
