Purpose of the Position : The Monitoring and Evaluation Officer will be responsible for supporting the implementation of the project's monitoring, evaluation, accountability, and learning systems through data collection, analysis, field monitoring, reporting, and performance tracking. Key Responsibilities The M&E Officer shall perform, but not be limited to, the following duties: • Support implementation of the project's Monitoring and Evaluation framework. • Develop and maintain monitoring tools, data collection formats, indicator tracking sheets, and reporting templates. • Monitor project activities against approved work plans, targets, outputs, and outcomes. • Conduct regular field monitoring visits to assess progress, quality, compliance, and effectiveness of project interventions. • Coordinate household surveys, needs assessments, beneficiary verification exercises and evaluations. • Collect, verify, analyse, and interpret project data from field teams and implementing partners. • Ensure data quality through regular validation, verification, and quality assurance checks. • Maintain updated records of beneficiaries, activities, infrastructure schemes, and project achievements. • Support development and management of project MIS and reporting systems. • Prepare monthly, quarterly, semi-annual, and annual monitoring reports. • Assist in preparation of donor reports, presentations, dashboards, and management information products. • Document lessons learned, best practices, success stories, and case studies. • Support implementation of Grievance Redressal Mechanisms (GRM). • Coordinate with MIS staff, field teams, Village Councils, and project stakeholders regarding data collection and reporting requirements. • Identify implementation gaps and provide recommendations for improving project performance. • Support internal reviews, evaluations and donor monitoring missions. • Ensure proper documentation and archiving of monitoring and evaluation records. • Perform any other task assigned by the supervisor related to monitoring, evaluation, learning, and reporting. Required Qualifications and Experience • Master degree (16 years of education) in Statistics, Economics, Development Studies, Social Sciences, Project Management, Public Administration, Management Sciences, or any other relevant discipline from an recognized institution. • Relevant professional experience in monitoring and evaluation, research, data analysis, reporting, or performance management, preferably in donor-funded development projects will be an added advantage. • Experience in community-driven development, local governance, infrastructure, WASH, or rural development projects will be an advantage. • Experience in conducting surveys, assessments, evaluations, and field monitoring. • Strong knowledge of logical frameworks, indicator tracking, and results-based management. • Proficiency in MS Office applications, particularly Excel and PowerPoint. • Experience with MIS systems, Power BI, SPSS, or other data management and analysis tools will be preferred. • Familiarity with donor reporting requirements will be an advantage. • Preference will be given to local domicile holders of project targeted districts.
