Project Overview We are seeking specialist profiles for a potential community-based disaster risk reduction and resilience project expected to commence in August 2026 in the districts of Multan and Muzaffargarh in South Punjab. The initiative will work with flood‑affected communities to strengthen local preparedness systems through youth‑led and community‑driven approaches, including the formation and capacity building of community preparedness groups. The project will focus on practical disaster preparedness, contingency planning, early warning dissemination, first‑response coordination, and social cohesion, with a strong emphasis on the meaningful participation of women, youth, persons with disabilities and other marginalized groups. Through targeted training, mock drills, community dialogue sessions and awareness campaigns, the project aims to help communities anticipate, withstand and recover from climate‑induced shocks while reinforcing human security and linkages with local disaster management institutions. Purpose of the position The Community Resilience / Preparedness Specialist will lead community‑level processes on contingency planning, preparedness, and resilience‑building, ensuring that community structures, youth groups and local institutions are capacitated to manage disaster risks. Key responsibilities • Design and facilitate participatory community risk assessments, vulnerability mapping and resilience diagnostics. • Lead development of community contingency plans and preparedness protocols with community organizations, youth groups and local institutions. • Support organization of mock drills, early warning exercises and other practical preparedness activities at community level. • Provide technical guidance to community mobilizers on resilience‑oriented programming, including livelihood, social protection and climate adaptation linkages. • Strengthen linkages between community structures and local government/DRR institutions (DDMA, line departments). • Document good practices, lessons learnt and scalable resilience models for reporting and knowledge products. • Contribute to project work plans, progress reports and donor reporting for community resilience components. Required qualifications and experience • Master’s degree in Disaster Risk Management, Development Studies, Social Sciences, Community Development or related • At least 7 years of experience in facilitating community preparedness, contingency planning, mock drills and early warning mechanisms. • Demonstrated experience in community mobilization and formation/strengthening of community‑based organizations. • Familiarity with South Punjab socio‑economic context and local languages. • Strong analytical, coordination and report-writing skills. Competencies • Solid understanding of community‑based DRR and resilience. • Strong field facilitation and community engagement skills. • Ability to coordinate with multiple stakeholders at local level. • Commitment to inclusion and do‑no‑harm principles.
