Project Overview We are seeking specialist profiles for a potential community-based disaster risk reduction and resilience project expected to commence in August 2026 in the districts of Multan and Muzaffargarh in South Punjab. The initiative will work with flood‑affected communities to strengthen local preparedness systems through youth‑led and community‑driven approaches, including the formation and capacity building of community preparedness groups. The project will focus on practical disaster preparedness, contingency planning, early warning dissemination, first‑response coordination, and social cohesion, with a strong emphasis on the meaningful participation of women, youth, persons with disabilities and other marginalized groups. Through targeted training, mock drills, community dialogue sessions and awareness campaigns, the project aims to help communities anticipate, withstand and recover from climate‑induced shocks while reinforcing human security and linkages with local disaster management institutions. • Purpose of the position The Master Trainer / DRR Specialist will lead the design, localization and delivery of training modules on disaster risk reduction (DRR), preparedness, and human security, and will provide technical backstopping to all field training activities. • Key responsibilities • Lead development, contextualization and updating of DRR and preparedness training curricula, manuals and tools in line with national frameworks and UNDP guidance. • Design and deliver Training of Trainers (ToT) for trainers/facilitators and community mobilizers, ensuring quality and consistency across all districts. • Provide technical support for community risk assessments, contingency planning, early warning dissemination and simulation exercises. • Ensure integration of youth-led approaches, climate risks and community resilience concepts in all training content. • Mentor and quality-assure the facilitation skills of the trainer pool through co-facilitation, live coaching and post‑training reviews. • Contribute to monitoring and evaluation of capacity-building activities (pre/post tests, training reports, lessons learnt). • Prepare technical reports, case studies and inputs to donor reporting on DRR and preparedness components. • Coordinate closely with UNDP, government disaster management authorities and other stakeholders on technical matters as required. • Required qualifications and experience • Master’s degree in Disaster Risk Management, Environmental Sciences, Development Studies, Social Sciences or a related field. • At least 7 years of progressively responsible experience in community‑based DRR, resilience or capacity‑building projects, including ToT design and delivery.image.jpg+1 • Proven experience in localization of curricula and facilitation of participatory trainings with diverse community groups. • Demonstrated experience working with government departments, NGOs and development partners in Pakistan. • Strong training, facilitation and coaching skills; excellent written and verbal communication in Urdu and English (local languages of South Punjab an asset). • Competencies • Technical expertise in DRR, early warning, contingency planning and resilience. • Strong adult learning and facilitation skills. • Ability to work under tight timelines and manage multiple training schedules. • Excellent interpersonal skills and ability to work with youth, women and marginalized groups.
