VACANCY ANNOUNCEMENT Manager Operations Duty Station: Islamabad, Pakistan Employment Type: 70%, National Position Reports to: Country Director Position Summary An International bilateral organization in Pakistan is seeking an experienced and dynamic Manager Operations to lead the country finance function. The position provides strategic financial leadership, ensures compliance with organizational and donor requirements, strengthens financial systems and internal controls, supports acquisitions and financial planning, and supervises the finance team to ensure high standards of financial management across the country programme. This position will work closely with the Country Director and serve as the principal finance focal point for the Country Office. His or her team will constitute programme and project finance officers for accounting and administration. Key Responsibilities • Provide strategic leadership on country financial management, planning, and risk management. • Lead and supervise the country finance team, ensuring quality assurance, mentoring, and capacity development. • Ensure compliance with INGO financial regulations, donor requirements, statutory obligations, and internal control systems. • Oversee country budgeting, forecasting, cash flow management, financial monitoring, and reporting. • Lead external audits and coordinate responses to audit observations. • Support proposal development, donor budget preparation, and acquisition processes. • Serve as the primary finance liaison with Head Office, donors, banks, auditors, and government authorities. • Promote continuous improvement of financial systems, procedures, and organizational performance. Qualifications and Experience Applicants should possess: • Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related discipline from reputable university (Master's degree and/or professional qualification such as ACCA, CPA, or CIMA will be an advantage). • At least 15 years of progressively responsible professional experience, including substantial experience in financial management of donor-funded development programmes. • Strong knowledge of financial planning, accounting, budgeting, internal controls, audit, compliance, taxation, and donor regulations. • Proven leadership experience in managing finance teams and supporting organizational decision-making. • Excellent analytical, communication, interpersonal, and problem-solving skills. • High standards of integrity, professionalism, and ethical conduct. • Excellent command of written and spoken English. • Advanced proficiency in Microsoft Excel and financial management/accounting software.
