Mission Presentation Triangle Génération Humanitaire (TGH) is a French international solidarity organization implementing emergency, rehabilitation, and development programs across sectors including WASH, food security, livelihoods, education, protection, and psychosocial support. TGH initiated operations in Pakistan following the devastating 2022 floods, with a focus on building long-term interventions. Its presence was formally approved in early 2023, leading to the launch of the 'GROW-Pak' project in partnership with Agribusiness Support Fund (ASF) and AFD. In late 2025 TGH received its registration and signed an MoU with Ministry of Interior, Govt of Pakistan. While TGH’s presence in Pakistan is still being consolidated, the mission is focused on establishing a strong foundation, expanding activities, and ensuring sustainable impact. Purpose of the Role The Support Service Manager provides strategic leadership and oversight to TGH in Pakistan, with core responsibility of financial management as well as support on Administration, HR, finance, logistics and coordination. The role ensures compliance with donor requirements and local laws, strengthens organizational systems, and enables effective and accountable program delivery. The position reports to the Country Director with a dotted line with TGH Finance team in the HQ in France. Key Responsibilities Accounting, Finance, Internal Controls, Risk and Compliance • Oversee financial planning, budgeting, and monitoring in line with donor and HQ requirements. • Ensure timely financial reporting, bank reconciliations, and audit readiness. • Provide financial analysis and strategic advice to the Country Director and SMT. • Ensure compliance with Pakistan’s tax, labor, and financial regulations. • Supervise finance staff and build the capacity of partner organizations in financial management and reporting. • Develop and implement internal control systems to mitigate financial, operational, and compliance risks. • Lead compliance reviews and spot checks across projects and partner organizations. • Ensure compliance with government stakeholders such as MoI, SECP, PCP, FBR, EOBI, and other regulatory bodies. • Support the Country Director to develop and update risk register, monitoring, and reporting to SMT. • Train staff and partners on compliance frameworks, policies, and procedures Administration, Human Resources & Office Management • Oversee HR management including recruitment, contracts, performance appraisals, and grievance handling. • Ensure compliance with Pakistani labor laws, taxation, and social security contributions. • Supervise office management, facilities, vendor contracts, asset and fleet management. • Ensure transparent procurement and logistics processes, aligned with donor and HQ guidelines. • Support the Country Director and the Admin and Liaison Officer for building and maintaining strong coordination with government authorities, especially for project registrations, approvals, and operational compliance. • Support organizational security management through coordination with authorities and implementation of safety protocols. Procurement and Logistics. • Follow up all expenses and procurement, according to TGH guidelines. • Follow up TGH assets and allocation. • Ensure the correct implementation of partner’s procurement and asset management. • Regularly communicate with HQ’s Logistics Advisor Qualifications & Skills • Master’s degree in finance, Accounting, Business Management with specialization in Finance, chartered accountancy highly preferred. • 5–7 years of experience managing support functions in INGOs with strong financial analysis skills. • Experience in HR, office management and logistics are considered added value • Strong knowledge of Pakistani regulatory frameworks (labor, tax, INGO compliance). • Demonstrated leadership and team management skills. • Proven ability to build systems, ensure compliance, and deliver strategic support. • Excellent representation, problem-solving, and communication skills. • Excellent command over English language • Passion and commitment to humanitarian principles and TGH manifesto
