CONTEXT The ICRC Physical Rehabilitation Program (PRP) in Pakistan partners with governmental and non-governmental institutions to ensure access to quality, sustainable rehabilitation services for persons with physical disabilities. The program focuses on delivering effective rehabilitation for persons with serious injuries, including those affected by weapons or other situations of violence, particularly in Khyber Pakhtunkhwa and the Merged Districts. PRP prioritizes early rehabilitation, which helps prevent complications, reduces long-term disability, and supports smoother recovery and community reintegration. Strengthening coordination between acute care facilities, rehabilitation centers, and community services is central to this approach, along with building the capacity of local healthcare providers. Within this framework, the Physiotherapist position contributes to implementing PRP’s strategy by improving the quality and capacity of physiotherapy services. As part of an interdisciplinary technical support team, the role ensures a people-centred approach in ICRC-supported health facilities and provides technical guidance to partners. Responsibilities include overseeing physiotherapy and rehabilitation activities, mentoring staff, supporting capacity building, and contributing to monitoring, evaluation, and follow-up to promote sustainable, high-quality services for persons with disabilities. PURPOSE The ICRC Physiotherapist based in Islamabad supports the implementation of the ICRC’s physical rehabilitation objectives and strategies in Khyber Pakhtunkhwa, Baluchistan, and AJK with a focus on improving service quality and ensuring fulfillment of ICRC commitments to its partners. The role contributes to strengthening early rehabilitation and the continuum of care, ensuring a seamless pathway for patients from acute care to community reintegration. This includes conducting field technical support visits to ICRC-supported centers and health facilities, coordinating with multidisciplinary teams, maintaining effective communication with stakeholders, and identifying service gaps through context analysis. The position also strengthens linkages across healthcare levels, builds the capacity of local providers, and recommends strategic improvements to enhance the overall quality and sustainability of rehabilitation services. RELATIONSHIPS • Internally, interacts with Health Coordinator, deputy Health Coordinator the PRP Manager, other physical rehabilitation team members, Health Hospital Project Manager, Health BHU responsible, Health Emergency focal person, logistic team, Finance & admin teams and other relevant departments. • Externally, interacts with multiple stakeholders, ICRC supported centers team and technical coordinators health authorities, Rehab Initiative professional associations, universities, rehabilitation centers and hospitals, disabled people's organizations, and local partner staff. ACCOUNTABILITIES AND RESPONSIBILITIES A. Context Analysis and Strategic Planning • Conduct comprehensive assessments to identify gaps in the continuum of care for rehabilitation services e.g., between Basic Health Units, Physical Rehabilitation Centers (PRCs), and post-surgical interventions at hospital. • Perform needs assessments and stakeholder consultations to guide program development and service integration. • Evaluate the impact of physiotherapy and rehabilitation interventions using evidences’ base driven approaches. • Provide recommendations for strategic improvements and policy adaptations to enhance service delivery in line with the ICRC strategy in Pakistan. B. Service Coordination and Referral Pathways • Strengthen referral mechanisms between hospitals, basic health units (BHUs), rehabilitation centers, national society “PRCS” and community-based services including the outreach program. • Develop and implement protocols to ensure continuity of rehabilitation services for patients transitioning across care levels. • Collaborate with stakeholders, including governmental departments and NGOs, to enhance patient access to services and assistive devices. C. Capacity Building and Training • Organize and conduct training sessions for physical rehabilitation personnel, healthcare providers, caregivers, and/or community workers on early rehabilitation principles and best practices for Physical rehabilitation linked to provision of P&O services. • Support skill development in early rehabilitation, functional recovery, and long-term disability management. • Provide mentorship to junior staff, community health workers, and volunteers on basic physiotherapy techniques and patient care. • Develop educational materials and resources for patients and staff to promote best practices. D. Monitoring, Evaluation, and Reporting • Develop key performance indicators to assess the impact and effectiveness of rehabilitation services across the continuum of care. • Maintain accurate documentation and provides reporting to track progress. • Prepare detailed reports on used approaches, service delivery, and challenges encountered, with recommendations for improvement. • Participate in case reviews and team meetings to discuss project progress and development. E. Additional Functional Responsibilities • Ensure physiotherapy services are assessed and defined in coordination with the physical rehabilitation/hospital project team and professional experts (e.g., surgeons, psychologists, ortho-prosthetists). • Collaborate with medical, nursing, and rehabilitation teams to facilitate patient-centred care. • Ensure the continuum of care by referring individuals in need of further rehabilitation or vocational/occupational rehabilitation to appropriate structures after discharge. • Implement ICRC physiotherapy standards in collaboration with respective partners. • Supervise, mentor, and train physiotherapy staff at ICRC supported facilities (PRCs, and Hospitals) to ensure sustainable practice according to best/latest approved standards. • Set priorities and manage timely provision of physiotherapy services within an interdisciplinary approach. • Advocate for health promotion activities and scholarly practice to maximize service user benefits. F. PRC management • Assumes the role of liaison between ICRC PRP and the designated partner and/or PRC and is responsible for overseeing, evaluating, planning, implementing, and following all relevant activities within this PRC. • Assesses PRC management aspects (data collection, material forecast, patient flow, stock management) in ICRC supported PRCs allocated to her, through close monitoring and regular feedback with partners. When areas of improvement are identified, suggests, plans, and implements concrete and realistic solutions, on a quarterly basis, addressing identified gaps and improving the quality of the service provision. • Coaches and supervises the collection of accurate data of DHIS in all ICRC supported PRCs, and doublechecks data before ensuring is shared with PRP manger in due time. • Contributes to the implementation and monitoring of the different ICRC/PRP management tools like DCMS, PT standard, ISPO Cost Calculation, and other upon request, in agreement and coordination with partners. • Acts as a focal person to facilitate deployment, progress, implementations, and solutions for the ICRC DCMS in Pakistan where DCMS had introduced. G. Logistics • Coaches and monitors ICRC supported PRCs staff to forecast material needs on a quarterly basis, utilizing the material calculation tool, based on production figures and stock position. • Checks material requests from ICRC supported PRCs to ensure resources are appropriately and efficiently used. • Launches SR in IRIS platform to order required equipment, tools, material and components, and communicates with partner PRC until the goods are delivered. • Ensures distribution certificates and packing lists are duly and timely uploaded in the Distribution Portal, after goods are received by the partner.
