Job Purpose The Monitoring, Evaluation & Reporting Officer will be responsible for designing and implementing monitoring and evaluation systems, ensuring data quality, managing project databases, tracking project performance, and producing high-quality reports in accordance with ACT International and donor (WFP) requirements. The position will support evidence-based decision-making, accountability, learning, and continuous improvement throughout project implementation. Key Responsibilities • Develop and implement project monitoring and evaluation plans, frameworks, indicators, and data collection tools. • Monitor project activities to ensure progress against planned targets, outputs, and outcomes. • Conduct regular field monitoring visits, data verification, quality assurance, and spot checks. • Maintain and update project databases, ensuring data accuracy, completeness, confidentiality, and timely reporting. • Analyze monitoring data and prepare dashboards, summaries, and performance reports for management and donors. • Prepare weekly, monthly, quarterly, activity, and final project reports in accordance with donor reporting requirements. • Support baseline, midline, end-line surveys, assessments, evaluations, and lessons learned exercises. • Establish and strengthen accountability and feedback mechanisms, including complaint and response systems. • Identify implementation gaps and provide recommendations for improving project performance. • Coordinate with programme and field teams to ensure timely collection and validation of project data. • Maintain proper documentation and filing of monitoring records, reports, and supporting evidence. • Ensure compliance with ACT International policies, donor guidelines, and project reporting requirements. • Maintain confidentiality and secure management of beneficiary and project information. • Perform any other duties assigned by the Project Manager or senior management. Compliance and Organizational Responsibilities The incumbent shall: • Adhere to ACT International's Code of Conduct and organizational policies. • Comply with Protection from Sexual Exploitation and Abuse (PSEA), Safeguarding, Child Protection, Anti-Harassment, Anti-Fraud, Anti-Corruption, and Whistleblowing policies. • Promote accountability, transparency, integrity, diversity, gender equality, disability inclusion, and protection principles in all project activities. • Maintain the highest standards of professionalism, ethics, and confidentiality. Required Qualification s • Master's degree in Monitoring & Evaluation, Statistics, Development Studies, Economics, Social Sciences, Public Health, or another relevant discipline from a recognized university. Experience • Minimum five (5) years of progressively responsible experience in monitoring, evaluation, reporting, and data management, preferably with NGOs/INGOs or UN-funded projects. • Experience working with WFP or other donor-funded programmes will be an added advantage. • Demonstrated experience in field monitoring, data quality assurance, indicator tracking, and donor reporting. Required Skills and Competencies • Strong analytical and report-writing skills. • Excellent knowledge of monitoring and evaluation frameworks, indicators, and logical frameworks. • Proficiency in Microsoft Office, particularly Excel and PowerPoint. • Experience with data collection and analysis tools such as KoboToolbox, ODK, Power BI, SPSS, or similar platforms will be an advantage. • Excellent organizational, coordination, and communication skills. • Ability to work under pressure and meet tight reporting deadlines. • Strong interpersonal skills with the ability to work effectively in multidisciplinary teams. • Fluency in English and Urdu; knowledge of local languages will be considered an asset.
