Job Purpose The District Coordinator will be responsible for the overall coordination, implementation, supervision, and monitoring of project activities at the district level. The incumbent will serve as the primary focal person for coordination with district authorities, implementing partners, and other stakeholders to ensure timely, effective, and quality implementation of project interventions in accordance with ACT International and donor (WFP) requirements. Key Responsibilities Project Coordination • Coordinate and oversee the implementation of all project activities within the assigned district in accordance with approved work plans and project objectives. • Develop district-level implementation plans and ensure timely execution of planned activities. • Coordinate closely with project teams to ensure effective delivery of project outputs and achievement of targets. • Monitor project progress and identify implementation challenges, proposing appropriate solutions. Stakeholder Coordination • Establish and maintain effective working relationships with District Disaster Management Authority (DDMA), district administration, relevant government departments, humanitarian partners, community leaders, and other stakeholders. • Represent ACT International in district-level coordination meetings, workshops, and relevant forums. • Facilitate coordination among government counterparts, community structures, and project teams to ensure smooth implementation. Field Supervision • Supervise, mentor, and provide technical guidance to field staff, social mobilizers, and project teams. • Conduct regular field visits to monitor project implementation, verify progress, and ensure compliance with project standards. • Ensure quality assurance of project activities and adherence to approved implementation plans. • Support field teams in resolving operational challenges. Community Engagement • Support community mobilization and awareness activities to strengthen community participation and ownership. • Facilitate disaster preparedness, resilience-building, and community engagement initiatives in collaboration with local stakeholders. • Promote inclusive participation of women, persons with disabilities, marginalized groups, and vulnerable communities in project activities. Monitoring and Reporting • Monitor project implementation against approved work plans, indicators, and targets. • Prepare and submit weekly, monthly, and quarterly district progress reports. • Maintain accurate records of project activities, achievements, lessons learned, and challenges. • Support monitoring, evaluation, assessments, surveys, and donor reporting requirements. Compliance and Accountability • Ensure implementation of project activities in accordance with ACT International policies, donor guidelines, and WFP operational procedures. • Maintain confidentiality of beneficiary information and project data. • Ensure proper documentation, record keeping, and filing of project activities. • Support beneficiary feedback and complaint response mechanisms to strengthen accountability. Organizational Responsibilities • Adhere to ACT International's Code of Conduct and organizational policies. • Comply with Protection from Sexual Exploitation and Abuse (PSEA), Safeguarding, Child Protection, Anti-Harassment, Anti-Fraud, Anti-Corruption, and Whistleblowing policies. • Promote gender equality, diversity, disability inclusion, protection, accountability, and safeguarding principles throughout project implementation. • Maintain the highest standards of integrity, professionalism, and ethical conduct. • Perform any other duties assigned by the Project Manager or Senior Management. Qualification • Master's degree in Social Sciences, Disaster Management, Development Studies, Public Administration, Rural Development, or a related field from a recognized university. Experience • Minimum five (5) years of progressively responsible experience in project implementation, district coordination, field operations, or humanitarian and development programmes with NGOs, INGOs, or UN-funded projects. • Experience working with WFP, government departments, DDMA, or other humanitarian agencies will be considered an added advantage. Skills and Competencies • Strong leadership, coordination, and team management skills. • Excellent stakeholder engagement and relationship management abilities. • Strong planning, organizational, and problem-solving skills. • Excellent report writing and communication skills in English and Urdu. • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint). • Ability to work under pressure, manage multiple priorities, and travel frequently within the assigned district. • Knowledge of humanitarian principles, disaster risk reduction, community engagement, and donor compliance requirements is highly desirable.
