About the Organisation Inspire Pakistan is a non-governmental, non-profit organisation implementing community-based and rights-focused programmes in partnership with donors, government counterparts, and other stakeholders. Its work focuses on supporting vulnerable and at-risk communities through accountable, inclusive, and ethical service delivery, with a strong emphasis on human rights interventions, including but not limited to Protection, Education, GBV and MHPSS. Job Title HR Manager Reporting to or/supervised by Reports directly to the Chief Executive Officer (CEO) Unit Human Resources Duty Station Islamabad Purpose The HR Manager is responsible for leading and overseeing the human resource function of Inspire Pakistan, ensuring effective implementation of HR policies, systems, and procedures across Head Office and field locations. The role provides strategic direction, ensures compliance with organisational standards, and strengthens HR systems to support staff management, performance, and organisational effectiveness. Key Responsibilities HR Management & Strategic Planning • Lead and manage the overall HR function across the organisation. • Develop and implement HR plans aligned with organisational priorities and programme needs. • Support workforce planning, staffing structure, and organisational development. • Provide HR guidance to senior management on staffing, structure, and HR-related matters. Policy Development & Implementation • Develop, review, and update HR policies, procedures, and guidelines. • Ensure effective implementation of HR policies across all offices. • Ensure staff awareness and understanding of HR policies and procedures. • Promote consistency and standardisation in HR practices across the organisation. Recruitment Oversight & Staffing • Review and approve staff requisitions prior to recruitment. • Oversee recruitment processes to ensure transparency, fairness, and compliance. • Review and endorse hiring decisions and recruitment outcomes. • Ensure timely and quality hiring aligned with organisational needs. • Provide guidance to HR Officer on recruitment planning and improvements. Staff Lifecycle & Performance Management • Oversee onboarding, contracts, and separation processes. • Ensure effective implementation of performance management systems. • Support supervisors in managing staff performance, development, and retention. • Ensure proper documentation and consistency in staff lifecycle processes. HR Systems, Records & Reporting • Oversee HRMIS and ensure accurate and up-to-date staff data across all locations. • Ensure proper maintenance of personnel records and documentation systems. • Review HR reports including staffing, attendance, leave, recruitment, and turnover data. • Use HR data to support planning, workforce decisions, and organisational improvements. Compliance, Safeguarding & Code of Conduct • Ensure compliance with organisational policies, Code of Conduct, safeguarding, and PSEAH standards. • Oversee implementation of safeguarding and protection-related HR procedures. • Ensure HR processes are conducted in line with ethical and organisational standards. Disciplinary & Employee Relations • Oversee disciplinary processes and ensure they are conducted in line with organisational procedures. • Review and approve documentation related to disciplinary actions and inquiries. • Provide guidance on handling staff grievances and workplace issues. • Ensure confidentiality and proper handling of sensitive HR matters. Payroll Oversight & HR Coordination • Oversee HR inputs for payroll including attendance, leave, and staff changes. • Ensure accuracy and completeness of payroll-related HR data before submission to Finance. • Coordinate with Finance and relevant units to address discrepancies. Field HR Oversight & Coordination • Provide oversight of HR processes across field offices. • Ensure coordination between Head Office HR Unit and field HR focal persons. • Ensure consistency in HR practices, documentation, and compliance across all locations. Team Management • Supervise and guide HR Team at Head Office and Field Offices. • Ensure effective delegation, coordination, and timely completion of HR tasks. • Strengthen capacity and performance of HR team members. Other Duties • Perform any other duties related to HR management and organisational priorities as assigned by the CEO. Qualifications & Experience • Preferably Bachelor’s degree in Human Resources, Business Administration, or a related field. • Minimum 5–7 years of relevant experience in human resource management or HR operations. • Strong knowledge of HR systems, policies, recruitment, and staff management. • Experience in managing HR functions across multiple locations is desirable. • Strong leadership, organisational, and decision-making skills. • Excellent communication and interpersonal abilities. • Proficiency in MS Office and HR systems.
