Job Description • Establish and operationalize the Climate Finance Unit within the Planning & Development Board. • Provide strategic guidance on integrating climate finance into the Annual Development Programme (ADP) and Public Sector Development Projects (PSDP). • Supervising CFU staff, approving climate finance pipelines. • Coordinate with line departments, development partners, and private sector stakeholders for mobilizing climate investment.Identify and develop bankable climate projects (e.g., renewable energy, electric mobility, waste management, afforestation, and climate-smart agriculture) for financing through international climate funds (e.g., GCF, GEF, Adaptation Fund) and private sector investors. • Facilitate access to global and domestic climate finance windows and ensure alignment with Punjab’s budgetary processes. • Oversee development of the Provincial Carbon Market Framework, including baselines, MRV systems, verification processes and pathways for participation in voluntary and Article 6 markets. • Guide the establishment of the Provincial Carbon Registry and ensure departments follow standard eligibility and reporting procedures for carbon projects. • Advise the P&D Board and line departments on climate finance integration within development planning and project formulation (PC-I, PC-II, etc.). • Support the development of provincial policies, guidelines, and procedures for green budgeting and climate tagging of public investments. • Maintain and track  Provincial Climate inflows, disbursements, and project outcomes . • Oversee reporting to government and donors, and ensure that climate finance activities contribute effectively to provincial development and resilience objectives. • Coordinate with national and international development partners to explore financial support, technical assistance and co-financing. • Ensure sustainability of the Climate Finance Unit after the completion of the project along with succession planning.
