NATIONAL INSURANCE COMPANY LIMITED (GOVERNMENT OF PAKISTAN) REGISTERED ADDRESS: NICL BUILDING, KARACHI INVITATION FOR PREQUALIFICATION FOR CLOSED FRAMEWORK AGREEMENT PROCUREMENT OF NON-CONSULTING SERVICES 1. The National Insurance Company Limited (National Insurance Company Limited (NICL)) is sufficiently received / intends to apply for funds from Non-ADP and intends to apply part of such funds towards payments under the Framework Agreement for Photocopy Services required for NICL Head Office and Zonal Office Karachi for the Period of One Year (NICL/Procurement/2026/3B) having reference number FF0973. 2. The National Insurance Company Limited (National Insurance Company Limited (NICL)) intends to prequalify service providers for subsequent Invitation to Bid(s) and to sign a Closed Framework Agreement with the successful bidder(s) following completion of the bidding process. 3. The objective of the intended Closed Framework Agreement is the provision of Photocopy Services required for NICL Head Office and Zonal Office Karachi for the Period of One Year (NICL/Procurement/2026/3B) through subsequent Call-Off Contract(s) during the Framework Agreement period. The purpose of this Prequalification Notice is to provide basic information to enable potential applicants to decide whether to respond to this Prequalification Notice. 4. Only the prequalified applicants shall be entitled to participate in the subsequent procurement proceedings. It is expected that Invitations to Bid will be issued to the Prequalified Applicants in September, 17, 2026. The Closed Framework Agreement is expected to be signed with the successful bidder(s) on Friday, October 30, 2026 for a period of 12 Months. 5. The Prequalification process is open to all National Applicants subject to fulfilling the eligibility requirements specified in the Prequalification Documents. Interested applicants may obtain further information from National Insurance Company Limited (National Insurance Company Limited (NICL)) through (SYSTEMSHORTTITLE) at the office. A complete set of Prequalification Documents may be accessed by interested Applicants through (SYSTEMSHORTTITLE) at https://epads.gov.pk/opportunities/federal/framework-agreements/6973. 6. The application, prepared in accordance with the instructions contained in the Prequalification Documents, must be submitted to the EPADS by 02:00 PM, Tuesday, October 8, 2026 11:00 AM. Applications will be opened electronically through (SYSTEMSHORTTITLE) on the same day at Thursday, October 8, 2026 11:30 AM. Manual submission of applications shall not be entertained. 7. Service providers who have not yet registered on (SYSTEMSHORTTITLE) may complete their registration at https://vendors.epads.gov.pk/. Guidelines regarding registration and bid submission is available on the portal. In terms of Rule 48 of Public Procurement Rules, 2004, the Grievance Redressal Committee (GRC) has been notified for the subject procurement.
