Job Description Monitoring, Evaluation, Accountability & Data Management Officer (MEAL Officer) Position Summary The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer will support effective project implementation through robust monitoring systems, data management, accountability mechanisms, and quality assurance processes. The role is responsible for ensuring accurate data collection, reporting, verification, beneficiary feedback management, and continuous improvement of program performance at field level. Qualification & Experience • Bachelor’s degree in Social Sciences, Statistics, Public Health, Development Studies, Data Management, Monitoring & Evaluation, or a related field (Master’s degree preferred). • Minimum 4 years of overall professional experience , including 2–3 years of relevant experience in Monitoring, Evaluation, Accountability, Learning (MEAL), data management, or program quality functions , preferably within development, humanitarian, NGO, or INGO sectors. • Experience in field monitoring, reporting systems, database management, and beneficiary accountability mechanisms. • Proficiency in MS Office, data analysis tools, and reporting platforms. • Strong analytical, coordination, communication, and problem-solving skills. Key Responsibilities Monitoring & Program Quality • Collect and compile program data using approved reporting tools and templates while ensuring completeness, accuracy, and consistency. • Conduct regular field monitoring visits to validate and verify reported data and support teams in maintaining quality standards. • Prepare monitoring reports and present observations, findings, and recommendations to relevant stakeholders. • Conduct debriefing sessions with project teams and develop actionable improvement plans. • Carry out follow-up visits to track implementation of agreed actions and maintain a monitoring action tracker. • Monitor community engagement and mobilization activities to ensure quality implementation. Data Management & Reporting • Maintain district/project-level databases and backup systems for secure storage and retrieval of program information. • Support data cleaning, consolidation, and analysis to facilitate evidence-based decision-making. • Review reporting tools and tracking systems to strengthen data quality and compliance with donor and organizational requirements. • Generate periodic reports and provide data insights to support program performance reviews. Accountability & Feedback Management • Establish, implement, and strengthen Accountability to Affected Populations (AAP) and Complaint & Feedback Mechanisms (CFM). • Manage complaint registration, tracking, follow-up, and closure processes in coordination with relevant teams. • Maintain complaint and feedback databases and ensure timely resolution and documentation. • Build awareness and capacity of field teams and partners on accountability standards and feedback processes. Evaluation & Learning • Support baseline assessments, surveys, evaluations, and impact measurement activities when required. • Assist in identifying key performance indicators and compliance checkpoints for monitoring project effectiveness. • Contribute to learning initiatives and documentation of best practices and lessons learned. Coordination & Compliance • Participate in review meetings, coordination forums, and program performance discussions. • Collaborate with program teams to strengthen implementation quality and operational effectiveness. • Ensure compliance with organizational policies, donor requirements, safeguarding standards, and ethical data practices. Other Responsibilities • Perform any additional tasks assigned by the Line Manager in support of program and organizational objectives.
