Position Objective: Contribute to the reinforcement of the country office’s internal control system and risks’ mitigation through the implementation of risk management actions, controls activities and analysis Relevant Experience: Degree in finance, accounting or a related business field is required; Certified Public Accountant is a plus; Master's Degree in relevant field and minimum 05 years of overall experience and 03 years in relevant field in development sector OR Bachelor's degree in relevant field with minimum 07 years overall expereince with 05 years in relevant field in development Sector Experience with implementing partners would be an asset Job Description: Mission 1: Contribute to embedding internal control & risk management activities in the country office • Contribute to the adaptation and dissemination of the risk management tools and processes for operationalising the risk management activities, and contribute to corporate learning. • With risk owners, and under functional supervision of the ARC HQ Department: i. Contribute to the risk assessment process (identification, evaluation and monitoring of risks, formulation of mitigating actions and recommendations), in compliance with the ACF standard tools. ii. Maintain and update a Risk Register at country office level at regular intervals (update risk levels, incorporate new risks, etc.), including monitoring progress towards implementing the risk mitigation actions and action plans in order to ensure overall reduction of risk level in the Country Office. iii. Contribute to provide advice and reporting to Country Office management (SMT), staff and ARC HQ on risk & compliance issues. Mission 2 – Contribute to the constant improvement of the internal control system in the country office through a systematic recommendations’ follow up • Implement a systematic, regular follow up on mitigation actions & recommendations from risk management process, audits, spot checks and other controls. • Provide technical support to various departments for implementing these recommendations, mitigating audit findings and future risks. • Interact with ARC HQ so to provide timely reporting and data on the recommendations’ follow up Mission 3: Contribute and support the prevention and management of fraud, corruption situations and abuses • Contribute to the implementation of the Fraud and Safeguarding Policies in the Country Office and promote compliance with ACF zero tolerance policy, in cooperation functional supervisor (ARC HQ). • Participate to the identification of risks of fraud and safeguarding in the Country Office and provide support if needed to ensure that preventive mitigation measures are put in place. • Contribute to sensitize teams and all relevant stakeholders (suppliers, partners…) on the risks of fraud and safeguarding (training, awareness sessions, communication tools…) • Actively participate in the development and adherence of a complaint reporting system. Mission 4: At country office level, identify, escalate and manage risks with regards to implementing partnerships • Participating to due diligences of partners as per agreed areas (partners’ risk assessment), under the coordination of the Partnership Teams. • Transferring of due diligence outcomes to functional HODs to enable them to plan the relationship & risk mitigation measures accordingly. • Communicating the due diligence outcomes to HQ (ARC and pool). • Together with Partnership Team if needed, designing and implementing adequate control activities (internal audit reviews, spot checks, fraud suspicions’ investigations…) on Partners. • Reviewing of outcomes of spot checks of partners and sharing observations with relevant department/Project Manager and CD. • Contribute to the dissemination, good understanding and compliance among partners with internal and Donors’ rules through trainings, awareness raising sessions and refreshers Additional Responsibilities • This job description is not intended to be all inclusive and the employee will also perform other related tasks as required • The ARC Officer is also responsible for reporting and communication on progress and achievement of the specific assigned task; • S/he is also expected to maintain of high technical standards; • Conduct all duties in a professional manner following Action Against Hunger mission staff regulations, Action Against Hunger mandate and charter including promotion of gender equality. Mission 5: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies This position is responsible for: • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies • Implement all work related activities with a gender, inclusion and child protection lens • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability Specific Skills Need to Perform this Job: • Experience with implementing partners would be an asset • Strong background in compliance accounting and internal controls; experience in auditing strongly preferred; • Knowledge of donor rules and regulations • Advanced computer skills in MS Office programs, particularly Excel; • Knowledge of contemporary risk management and internal control practices. Knowledge of non-profit program policies, procedures, regulations, and laws. • Familiarity with common indicators of fraud. • Skill in conducting quality control reviews of audit work product. Skill in collecting and analysing complex data, evaluating information and systems, and drawing logical conclusions. • Excellent critical thinking, superior problem solving skills and ability to use good judgment when making difficult decisions • Excellent written and oral communication skills • Ability to be flexible, yet focused and reliable, in a work environment with frequently changing demands and circumstances • Ability to work effectively in a team atmosphere, encouraging colleagues to contribute to common work challenges and deadlines.
